Climate Change Cell Assam

The Climate Change Cell, Assam (CCC) under the ambit of Assam Climate Change Management Society (ACCMS) was established with the financial support from Strategic Programme Large Initiatives Coordinated Actions Enabler (SPLICE) – Climate Change Programme (CCP) of Department of Science & Technology, Govt. of India under the National Mission for Sustaining the Himalayan Ecosystem (NMSHE) of National Action Plan on Climate Change (NAPCC). In March 2019, DST sanctioned the fund for establishment of the Climate Change Cell, Assam and it started functioning from August, 2019.

 

OBJECTIVES

Primary objective of the Climate Change Cell, Assam is to support the state of Assam to adapt to climate change by creating science-based decision support systems. The secondary objectives of the cell are as follows:

  • Vulnerability and risk assessment in respect to all climate parameters at District/Block/Village and Panchayat level to support climate resilient implementation of all activities under various programmes of the State and Centre at these levels.
  • Undertaking scientific studies for supporting climate change adaptation actions towards ameliorating certain critical vulnerabilities identified in the SAPCC.
  • Developing tools for supporting decision making by various departments climate change adaptation actions in different sectors.
  • Undertaking studies to develop an economy wide package of practices for low carbon sustainable development across all the sectors.
  • Propagating better public awareness generation on the science of climate change and techniques of adaptation and mitigation approaches amongst young children in schools, students in colleges and communities as a whole.
  • Capacity building of officials who are stakeholders including legislators, senior government officials, disaster managers, policy planners and others placed at various levels of governance, involved in conceptualizing, designing and implementation of different programmes in the State for enabling integration of adaptation and mitigation in planning.
  • Build institutional capacity of the centre through developing an implementation and monitoring and evaluation framework, developing sector specific training modules, creating a web-based climate change knowledge and information system for the centre and building capacity the personnel to manage climate action projects and meet the objectives of the centre.
  • Develop communication tools (brochures/films/commission special edition of journals/books/news items in papers and other print media) highlighting various issues including various issues including vulnerability of the state to climate change, new research, new technology, novel approaches to adaptation to climate change etc.
